The Open Framework will operate for a maximum
term of eight (8) years from the Commencement Date. Following the reopening of the Framework before the end of the third year, the Council
reserves the right, at its discretion, to reopen the Framework to admit new suppliers for the remainder of the original eight-year term. Such
reopening may occur in circumstances such as
when existing suppliers leave the Framework, are unable to meet requirements, responding to market changes or innovations, and
encouraging SME participation, or where reopening is deemed necessary to maintain competition and value for money. Any reopening
constitutes a renewal of participation for the remaining duration of the
original term and does not extend or reset the eight-year limit (in accordance with section 49(2)(c) of the Act).
