The Council has an obligation placed on it to provide c850 car parking spaces to serve the existing sport/leisure attractions at the Cardiff International Sports Village (ISV) and to accommodate the additional demand brought on by the major events programme at the International Pool and the Vindico Ice Arena. The Council has also, separately stated an ambition to establish a strategic transport hub at the ISV site.

The site that is intended to be the subject of a future procurement opportunity (which this Notice relates to) is situated in Cardiff Bay as more particularly identified in Annex 1 (the Site), see Annex 1 on Proactis. The Site is potentially able to accommodate c1000 car parking spaces and provides easy access to all the existing sport and leisure attractions on site and is easily accessible from major highways (M4 and A4232) and is close to nearby connecting travel (rail and bus).

The future procurement opportunity aims to appoint a developer to design, finance and deliver a car park with a minimum of 850 spaces at an agreed location on the International Sports Village site in Cardiff Bay (the Scheme). Where the Scheme is successfully delivered in accordance with the Council’s requirements it intends to acquire the completed output from the successful supplier upon practical completion. For the avoidance of doubt, the upcoming procurement opportunity is not anticipated to require the successful supplier to operate and/or maintain the Scheme as this will be managed by the Council.

The successful supplier will be tasked with delivering the car parking provision including lighting and landscaping, further more detailed information on these requirements will be made available when a Tender Notice is published by the Council.

The conditions of participation and award criteria that the Council will apply for the future procurement exercise will also be made available with the Tender Notice.

Subject to the feedback obtained from this preliminary market engagement event, the Council envisages commencing a public procurement process for the Scheme in June/July 2026.

The Council currently has £1.5m available to contribute towards the cost of the Scheme. However, the Council estimates that the cost of delivering the Scheme will be in the region of £4.5m, exclusive of VAT.

Whilst the Council will be able to secure additional funding to contribute towards the full cost associated with the delivery of the Scheme the intention is that the associated development opportunity being made available to suppliers (as described in more detail below) will mean that interested suppliers will be incentivised to deliver the Scheme for less than £4.5m given the potential revenue that can be generated from the development opportunity.

However, suppliers interested in this opportunity are not required to deliver the development opportunity as this will be an independent matter for suppliers to form a view on. As such, it is anticipated that suppliers solely interested in the delivery of the Scheme will be able to seek to participate in the future procurement opportunity.

Noting the above, one of the key ambitions for the Council is to secure the delivery of the Scheme for the lowest cost possible on the assumption that suppliers may consider the opportunity to exploit the development opportunity.

In return for the delivery of the Scheme, there is an opportunity for the successful supplier to develop and deliver, at its own cost, the remainder of the site and/or enhance the Scheme via the provision of energy generation/infrastructure. This may include (but is not limited to) additional EV Charging, Solar Canopies, small Aero Mines, Battery Storage.

Should the successful supplier choose to take on this development opportunity, they will have the rights to that development (in accordance with a lease) and retain any associated income. For the avoidance of doubt, the Council does not intend to incorporate any profit share mechanism into the contract documents associated with the opportunity.

Proposed Contract Structure

It is the intention to procure a developersupplier for the delivery of the Scheme through a private delivery model, which will be governed by a Development Agreement.

The Council is intending to make financial contributions towards the cost of the Scheme at the following milestones:

Practical completion of the car park

The Development Agreement will set out the arrangements as between the Council and Developer to enable the Developer to deliver the Scheme and agree terms against which they will take on the development opportunity. It is expected that the developer will then enter a lease for the Energy Hub site.

The Council anticipates granting a lease to the successful supplier for that the optional development opportunity.

The intention is to conduct the procurement using the Competitive Flexible Procedure as provided for under the Procurement Act 2023.

The procurement process will involve a multi-staged process, which will permit dialogue and negotiation on the contract documents.

The competition will start with a pre-qualification process to allow the Council to identify and shortlist the most capable suppliers who will then be subsequently invited to dialogue and negotiate on the Scheme and following this to submit tenders.

Further details of the process will be made available when the procurement commences.

What are the Council Offering?

An opportunity to design, finance and deliver the Scheme; and

A separate, optional, independent development opportunity in respect of the Site for the provision of energy infrastructure/assets under a lease for commercialisation.

The Council intends to conclude the procurement with an outcome for a Cabinet decision no later December 2026/January 2027.

The Council invites interested suppliers in the market to provide written responses to the follow questions:

Will the future procurement opportunity, including the development opportunity, as described in this Notice be something that would be of interest to you? If so, please provide any further observations you have in relation to the Council’s aspirations.

Would it be preferable to separate the (i) delivery of the Scheme; and (ii) development opportunity into two separate opportunities? If so, please provide further details as to why you consider this to more preferrable, noting the Council’s ambitions.

Do you consider that the proposed contract structure (via a Development Agreement) for the Scheme and, wider development opportunity is suitable? If not, please state why.

Please set out what you would consider to be a suitable and proportionate lease duration for the development opportunity?

Do you consider the proposed procurement route, and structure is appropriate for this Scheme? If not, please provide further details.

Noting the intention to conclude the procurement process by December 2026/January 2027, do you consider these timescales to be achievable? If not, please provide a substantiated alternative proposal.

In addition to the essential outputs listed above, what additional features and benefits could you as the developer bring to this opportunity? Please also set out the advantages of these additional features and benefits.

Please provide any other comments/observations that you think would be beneficial for the Council to consider in respect of the future procurement process.

Participating in this exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process. Cardiff Council (the Council) is issuing this Preliminary Market Engagement Notice (Notice) to commence preliminary market engagement with interested contractors and developers in respect of a future procurement process that it intends to launch in June/July 2026.

This Notice serves to alert the marketplace to this opportunity and enable the Council to use any gathered information to shape the proposed procurement. The Council invites interested prospective contractors to lodge an initial expression of interest for this opportunity electronically via Proactis https://supplierlive.proactisp2p.com/Account/Login.

In particular, the Council is seeking views/feedback from the market for the purposes of:

Developing the Council’s requirements and approach to the procurement.

Designing a procedure, conditions or participation or award criteria.

Preparing a tender notice and associated tender documents.

Identifying suppliers that may be able to supply the works required.

Building capacity among suppliers in relation to the contract to be awarded.

Please note that as part of this process suppliers are required to provide a response to the questions that are detailed in the Information document. Suppliers re required to submit there responses via the Proactis Portal by 5pm on the 21st of May 2026.
