Contractors will be expected to undertake an evaluation of the Social Services and Well-being (Wales) Act 2014. This includes conducting a literature review as well as developing a logic model/theory of change at the outset. Contractors will then be required to undertake a comprehensive process and impact evaluation, as well as conducting a review of the financial implications of the Act. The evaluation will run for 3 years with interim reporting points before a final evaluation report in 2021.
