Introduction:
Aneurin Bevan University Health Board are seeking suitable providers for the provision of Recovery Workers. The service is targeted at adults with a functional mental health need who live in Blaenau Gwent, Caerphilly, Monmouthshire, Newport and Torfaen and are known to the ABUHB Secondary Care Mental Health Service.
The Recovery Workers Service reflects the strategic approach of the ABUHB Mental Health and Learning Disabilities Division to offer recovery orientated services, which are person-centred and outcome focussed.
Purpose of the service:
The purpose of the Recovery Workers is to support recovery and social inclusion. The posts will act as a transition for service users between ABUHB mental health services and the wider services available in the community. We want to ensure that every person with mental illness is fully supported on the next stage of their personalised recovery journey when living in the community.

Aneurin Bevan University Health Board (ABUHB) are seeking suitable providers for the provision of Adult Mental Health Recovery Workers. The services will be delivered in conjunction with the following services (due to commence 01 April 2020):
ABU-OJEU-42119 - Adult Mental Health - Multiple Lots:

Lot 2 Welfare Advice Service
Lot 3 Connecting with Nature
Lot 4 Taster Activity Sessions
Lot 5 Mental Health & Creative Arts
Lot 6 Road to Well-Being Psycho-Educational Groups
The proposed new model for Adult Mental Health Services represents an evolution from the current model, recognising the fundamental importance of recovery orientated support for people who use the services. The current Information, Advice, Assistance, and Counselling services will be decommissioned. This is in recognition that a higher level of advice is required, requiring the procurement of Welfare Rights Advisors, additional support for service users will be provided by the Recovery Workers (to be provided under this procurement).
The new model more clearly underpins ABUHB services and ensures a holistic offer to service users focused on what matters to them. Mental Health Adult Third Sector commissioning is of one of the division’s top 10 Integrated Medium Term Plan (IMTP) priorities.
This ITT relates to ABU-OJEU-43289 (was ABU-OJEU-42118) - Adult Mental Health Recovery Workers.
The Recovery Workers will provide both one-to-one support and group sessions. Their key purpose will be:
- To support service users on the next stage of their recovery journey following the ending of a regular interface with NHS services.
- To provide a Recovery Worker Service which offers tailored, recovery orientated one-to-one and time limited support (8-12 weeks) for mental health service users to engage in and sustain mainstream activities, in ordinary community settings wherever possible, alongside other members of the community.
- To work in partnership with a full range of agencies and groups in the community
- To promote recovery and community participation.

The event will start at 10:00 and will consist of a presentation by the Health Board which will provide an overview of the requirement and a presentation by procurement which will provide an overview of procurement process. This will then be followed by an open question and answer session and an opportunity for supplier networking.
