Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Local authorities with local health board providers must support social value and community benefits with organisations to develop a shared understanding of the common agenda, and to share and develop good practice. The purpose is to maximise the positive outcomes and well-being of local people; influence local service provision; and add value and focus to what matters to people in a way that exceeds exclusively monetary value. To abandon the tender process and not to award the Independent Professional Advocacy Service (IPA) contracts; Contract 1, IPA for older adults aged 55 and over, including residential care home advocacy; for adults with a Physical & Sensory Impairment and for those with Mental Ill-health and/or Substance Misuse; Contract 2, IPA for adults aged 18 and over living with learning disabilities to any of the bidders.

The reason for the recommended decision is:

If the contract was to be awarded, the tender evidence indicates that services could not be delivered to the expected requirements and would be unsustainable over the intended term of the contracts.
