BACKGROUND TO CARTREFI CONWY AND THE FRAMEWORK
Cartrefi Conwy (“the Contracting Authority”) is a Registered Social Landlord (RSL) that was formed in 2008 as part of the stock transfer from Conwy County Borough Council and manages over 3,800 homes.
The Contracting Authority is committed to the growth and improvement of its communities by being creative and dynamic and investing in the future of its tenants and their homes. The Contracting Authority is always striving to meet its pledge of “creating communities to be proud of”.
The Contracting Authority is dedicated to providing a first class service for all of its tenants. It does this by making sure that its rents are affordable, its homes are high quality and its services are efficient and of the highest standards.
The Contracting Authority wishes to select contractors (“the Contractors”), to carry out the works and provide the services (together “the Works”) referenced in the Specification (ROS Volume 1 (d) Specification) and under the terms referenced in the Preliminaries (Volume 1(c) Preliminaries – Form of Contract 2011 (Rev 2 2014)) included in the Contract Documents at Appendix 2.
“The Contracting Authority intends to make the Framework available to Creating Enterprise, a joint venture between Cartrefi Conwy and Crest Co-operative. Creating Enterprise may, therefore, call-off work from successful Contractors as set out in the Framework Agreement.”
This Invitation to Tender (“ITT”) and supporting documentation is designed to ensure that all Bidders are given equal and fair consideration in tendering. It is important therefore that you provide all the information asked for in the format and order specified.
Bidders should read these instructions carefully before completing their Tender. Any failure to comply with the requirements for completion and submission of Tenders may result in the rejection of the Tender. Bidders should therefore acquaint themselves fully with the extent and nature of the Works and the contractual obligations they will undertake under the Contracts Documents. This ITT sets out the tendering conditions. By participating in the tender process the Bidder confirms acceptance of these conditions of tendering.
This Tender has been put together to enable the Contracting Authority to invite suitable organisations to tender by reference to their eligibility, economic and financial standing, professional and technical ability, quality and competitive pricing.
The Framework
The Contracting Authority seeks to procure a framework for the provision of works to repair, maintain and replace the interior and exterior of the property and grounds to include the following:
Lot 1- Minor works and reactive repairs
This lot includes the replacement, maintenance or repair of the following:
- General internal and external communal repairs, maintenance and any associated works
- Fire and communal doors
- Insulation
- TV aerials
- Windows and glazing
- Plastering and joinery
- Handrails, stair and balcony rails
- Communal flooring
- Fire prevention to include smoke or fire alarms
- Decoration
- Clearing gutters
- Repair and maintenance of paths
- Re-rendering, re-pointing or cladding external and pebble-dashed where needed to include boundary walls
- Re-pointing brick work
- Drains
- Other works associated with or similar to works under this lot may also be required
Lot 2- Heating and Electrical
This lot includes the replacement, maintenance or repair of the following:
- Heating systems
- Electrical
- Door entry and CCTV
- Communal Lighting
- Rewires
- Other works
