Ceredigion County Council (the Council) and Hywel Dda University Health Board (HDUHB) are seeking a suitable Delivery Partner to design, build and operate a purpose-built centre called the Cylch Caron Integrated Resource Centre (IRC) for the integrated delivery of health and social care services; together with specialist social housing. Such specialist social housing to be made available at social rent.
This procurement exercise is not for the actual construction of the IRC - following the appointment of the successful Delivery Partner, the
Delivery Partner will then be expected to manage the building contract procurement process in compliance with the Pubic Contracts
Regulations 2015.

The site and IRC will be owned by the Council and will be leased to the selected Delivery Partner on a long lease of 125 years at a subsidised rental value.
This procurement exercise relates to the procurement of the Delivery Partner only who will be required to take lead responsibility for progressing the project through all stages of delivery.
Regarding the funding of the project, the Council and HDUHB consider there is a current potential public capital investment of up to GBP5.528 million available.
Such funding may only be available to certain bodies/organisations. Following selection, the Delivery Partner must model the overall finances of the project, identifying the level of capital investment it will contribute. The Delivery Partner will be liable for any shortfall in funding. Further details relating to the responsibilities of the Delivery Partner and the funding/compensation levels is available in the tender documentation.

Ceredigion County Council is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in or tendering for this contract opportunity.
Tenderers to note that the estimated value of GBP8.2m stated at Section II.2.6 is the initial costing analysis of the indicative total capital costs of developing the project, and is not the level of remuneration that will be received by the selected Delivery Partner. This costing analysis and details of the remuneration levels which may be received by the selected Delivery Partner are detailed further in the tender documentation.
Tenderers to note that although Section II.2.7 states the duration of the contract is 999 months this is incorrect and it is the intention of Ceredigion County Council that the site will be leased to the selected Delivery Partner on a long lease of 125 years (1500 months). Section II.2.7 would not permit the correct duration of 125 years to be entered.
